Rock looks permanent and mulch looks temporary, which is why homeowners keep asking about switching. The honest answer is that each belongs in different parts of the same yard.
What mulch does for the bed
It moderates soil temperature, holds moisture, suppresses weeds while it is fresh, and breaks down into organic matter that improves clay over time.
That last point is the reason planting beds around Lake Norman are almost always mulched rather than rocked: our soil needs the organic input.
The trade-off is that it needs topping up, typically annually, and it washes on slopes and in drainage paths.
What rock does well
Rock does not decompose, does not wash in ordinary rain, and does not need annual replacement — a genuine long-term saving in the right place.
It is the correct material in drainage features: dry creek beds, splash areas under downspouts, and swales carrying water.
It also suits narrow side yards, areas under decks, utility zones and modern designs where a mineral surface is the intended look.
Where rock causes problems
Heat. Rock stores and radiates heat into the bed, which stresses shrubs and perennials through a Piedmont August, especially against a south or west wall.
Weeds still arrive. Dust and leaf litter fill the gaps between stones within a couple of years and weeds root in that layer — and weeding gravel is far worse than weeding mulch.
It is effectively permanent. Removing rock from a bed you want to replant is a heavy, expensive job, and fabric underneath tears and surfaces over time.
It adds nothing to the soil, so the clay underneath stays exactly as poor as it was.
The sensible split
Mulch the planting beds — foundation beds, shrub borders, tree rings, anywhere plants are meant to thrive.
Rock the functional areas — drainage runs, downspout outlets, under decks, tight side yards, equipment zones.
In both cases, a clean edge between bed and lawn is what makes the material look deliberate.

In material terms, often yes, since it is not replaced annually. It costs more up front and much more to remove if you change your mind.
Does rock stop weeds?
Only for the first couple of years. Once organic debris fills the voids, weeds germinate on top and are harder to pull than in mulch.
