In most of the Lake Norman area, retaining walls under 4 feet (measured from bottom of footing to top of wall) do not require a building permit. Walls at or above 4 feet typically do. Walls above 6 feet may require a stamped engineering drawing as part of the permit application. Confirm with your county before starting any wall over 3 feet.
